I have a Super H and the throttle does not operate correctly. If I want speed up motor I have to pull throttle lever all the way back and adjust to desired speed. To slow down I have to push all the way forward then adjust to desired speed. Is there a spring inside the governor housing that needs to be replaced or am I needing to look elswhere for the problem?

There is likely sludge buildup in the mechanism causing the response to the position to be lagging. General suggestions. Follow the linkage to the side of the block where a pivot springs and lever arrangement is found . Make sure a spring has not come undone/broken. and that the adhusting nuts on the rod do not allow any freeplay, just modest spring pressure both ways. (no looseness)
Next remove the rod from the governor control lever (on gov) pull the throttle to maximum speed position at the operator lever. Move the governor lever to its maximum position. The lever should move to its limit and the hole shoul be some what short of aligned with the rod (this assures that the governor is being pulled all the way to high speed. It might only be a 1/2 hole offset.
The governor lever should be easy to move, and have more tension on it as it moves to the high speed end of its travel.
Lubricate the pivot point where the lever attaches to the gov housing.
If these are good, the next step is inside the governor. It is simple, and obvious, but not to be taken apart without clear pictures being taken, (a repair manual is also a good idea) I hope this helps, JimN
 
Is there supposed to be a spring external to the governor? I have yet to find it on my H. I see a spring on my Cub. I guess I need to find an H and look around the governor for a sring.

The H governor spring is inside the housing, as is the linkage from the governor to the carburetor. I tried to figure out how to make JimN's instructions match up with the H governor but gave up.

Thanks, Jim. I will take agood look at another Super H to see whatJimN was talking about. I was hoping I wouldn't have go inside the governor.
 
Jim, could be wrong but think JN. is refering to the two springs near end of throttle control rod from throttle control handle. May have helped if he said at the piviot bracket on top of head.
 
On the head on the carb side there is a pivot point and levers. It is not obvious! The pic below has the rod from the control lever down through the hood and to the pivot. The springs are shown there. The engine governor and control illustration (in the same part of the on line diagrams) has the rod to the governor and pivot. The missing letter is in cyber space. JimN
