Farmall 656 hydraulics

I have a friend with a Farmall 656 gas tractor, every time you do something with the hydraulics the engine lugs down. Doesn't matter if you turn the steering wheel or use the remotes or the fast hitch. Almost sounds like theres a restricton some where. Hydraulic fluid is new HY tran and the filter is also new. Could it be a relief valve somewhere? It will drop the engine rpm about 500rpm which to me sounds like alot. Can you please help? Thank-You!
 
My 2606 will lug down and die if I don't wait until the engine and the fluid has warmed up or rev it way up. That's usually when I try to pickup the hoe off the ground which takes a lot of hyd. volume. Kinda have to keep it on partial choke till it is warm then it is ok. Now that I think about it, the stall point is when the cylinder has hit the end and it begins to bypass.

Don't know if it is the governor but it works when warmed up. I guess also once I have the loader and hoe off the ground, I can't drive in higher gear until completely warm without it dying. Maybe there is a governor issue when cold?
 
I expect a tractor to complain a bit if I lift the bucket right after I start it up at this time of year, but just turning the wheel shouldn't cost 500RPM even cold.
 
Powerman: I have to agree with the idea that something is wrong with governor. I was farming back in the days when IH went to 6 cylinder engines. The diesel engines were getting all the R & D, and the gassers were little more than converted truck engines. IH believed at that time diesel was the wave of the future. Farmers should have believed the same. Not enough development ever went into carburation and governors.

I've talked with countless owners, most told me that once tractor had 1,000 hours it was a constant maintinence nightmare. I know we had a neighbor with a 460 gas, seemed like everytime one saw him the wrenches were out.
