IH 574 streering problem

I have a 574 utility tractor with the swing back axels the power steerning dose not work while sitting still but with movement seems to work if you turn it slowly. the 3 point works fine the brakes dont work at all the peddles go to the foor with no effort change the hydrawlic filters still works the same. if its the pump what dose that cost. or how can i check this out thanks
 
The brakes will probably need to be bled the bleeders near the bottom of the fuel tank on each side of the transmission lid you have to look behind the tank. The steering might be the pump. I would get the shop manual out and find the plug to check the pressure at the multiple control valve on the left side under the step. Also check fliud level for full. We have had a lot of problems with steering and brakes over the last 37 years on ours.
 
Hi, make sure plenty of Hytran in transmission.
I suspect flow divider is stuck closed on MCV valve, if working correctly it suplies 3 GPM to steering and brakes and 9 GPM to 3pt and remotes.
Sometimes it is just dirt and can be dislodged by activating one of the remote outlets until the hydraulic relief valve squeals. Brake bleed screws are on side of differential casting on top of each axle. They look like grease zerks.

Flow divider will stick alot in these, there is an updated one to replace it, I had one stuck so bad I had to weld a bolt inside it and use a slap hammer to get it out. The brakes are run on the same oil flow, good luck. they can be a pain.
