TA adjustment on 1486

Had my transmisson and TA rebuilt a few months ago and have had trouble getting things adjusted.
The last thing I need help on is getting the TA to shift to the low side. It free wheels when going down hill in low. I called and they told me to shorten the cable. Can anyone tell me how to do that?They said something about a turnbuckel?
 
Is the TA lever hitting the end of the slot on the back position. If so take the shrowl off the dash and adjust the turnbuckle where it hooks to the TA lever.

There is also some adjustment on the front side of the firewall.

May need to adjust both to give it more travel to get to the low side.
