H Stuck rear wheels

I recently bought an H that has not been run for 3 years and has been sitting outside with the parking brakes on. I went to move it and I can"t get the rear wheels to break loose. Do you think the brakes are stuck, or could there be water in the rear end and it is frozen due to MN winter? If it is the brakes stuck how tough is it to get at them? Any ideas would be appreciated! Thanks!

If band brakes (likely) they are easy to get at to check. If disk pretty easy also. Looking into the front hole of the disk brake with a small light while someone pushes the pedal can see internal action.
Pull the plug on the rearend and as it comes out of the hole, ba slow. I bet you find ice. Warm it and then drain it. Do not drive it, things can break, and it will mix the H2O with the oil. Just draining the water will make other assessments possible. JimN
 
It could be the brake bands, they stick if left on for a few years. My Dad bought a W-4 a while back and it sat in a shed since 2001 with the brakes on, they are very stuck. Soak up the brake bands in PB Blaster and try to get the covers off. If you think it is water in the transmission, remove the drian plug, if no oil comes out, put your finger in the hole to feel if there is ice in it.
 
If disk brakes stick the adjuster bolt won"t move with the pedal. Don"t even gotta look in. Quickest way to release them- take a big wrench (about 1") and slap the face of the housing. The cast part not the little cap in the middle. Hard. Keep the wrench handy til you find some hi-temp (copper based) never-seize for the rollers. If you hang the wrench on the PTO handle it"s handy from the seat.
 

My 1950 H was locked up also, had to pull of the brake covers to get the bands loose.

Thank you for your ideas, and the picture of the brake assembly! I will take the cover off and look at them but not tonight, it"s supposed to be -20 degrees! I think it may have to wait for a while!
