PTO engaging clutch

Hi,
I have been working away at installing PTO in my IH2444 (same as 444) anyway the way the PTO engages and disengages is by a sliding collar that moves back and forth on the splined PTO shaft (part #5 in the image) either mating with the splined transmission shaft if the pto is engaged or missing the transmission shaft when not engaged. I can assemble it easily in either position the collar seems to slide OK by hand on the transmission shaft and on the PTO shaft however when I use the lever once it is assembled it binds and will not move. I have been thinking that maybe I need to polish the splines as they are not as smooth as they could be but short of that I can't figure out what the problem is. It is really a simple mechanism and I am getting a little frustrated. I would appreciate any in-site. Also it is not clear which way the splined collar (part #5) should go as it is not symmetrical. If anybody knows for sure I would appreciate that.

A fork made in a similar pattern that extends around the groove will probably make it slide straight. With a modification to the part 4 it should be doable. Pushing on only one side does it. JimN
 
With the PTO engaged my lever is about one inch from the brake drum. That should give you some idea which the shift collar has to go on.
