806 Diesel Starting Problem

I have a 1963 806 International, I am having trouble getting it started. I have to start with ether (if im lucky) and then when it does start it is just barley running with the throttle wide open. It slowly gains RPM, then when you try to slow it down it does it very slowly.
I have changed the fuel filters thinking they were plugged up, but it still takes a lot of work to get it running and like I said throttle response is slow.
It acts like its not getting fuel, I havent used the tractor much since I bought it, it seemed to run fine when I got it and since this problem has been getting worse.

Any help would be greatly appreciated, I dont want to have the pump rebuilt if it could be another problem. I bled the filters and lines to the pump when I changed the filters.

Which pump does it have the RD or the Bosch The reason for asking is the top lid on the RD will leak then lose prime. I think it sounds like the return line is plugged or there is an issue with the governor in the pump. Are you sure it is timed right that will give both problems. If it has the RD pump you have to get #1 up on compression, then take the little cover off the side of the pump the govenor shaft will be there with a mark on it. The cover has just 2 screws in it. Then with the lid off the flywheel housing line the mark up with the 50degree mark BTDC if that is right you should be set.
 
Well on a 806 there could be two different injection pumps used BUT being that it is a 63 model they only came with the RD pump Now maybe it was changed over when I H offered the change over to the Rossa Master So here we need to know more . And there could be a lot more problems that you are not aware of . So go look at your pump and see what one it is . One guy said something about a boush pump they never used one on the 361 engine. . IF ya can't figure out what ya have then take a picture and repost with picture .
 
It has the Roosa Master pump, the return line looks like regular rubber fuel line, the pressure line looks to be stainless
