1970' s IH Ammeter Problems

Got a chap I know with a Internatinal some 1970"s cabbed tractor anyway the Ammeter stopped working any ideas? where to look first??
 
Is the rest of the electrical system normal? Is the alternator still charging while the ammeter shows nothing? Do the lights still work without discharge showing on the meter?
 
3 possible:
The needle is stuck from rust (replace it)
The shunt in the meter is broken/melted. Nothing works tha is connected to the gauge. Replace it.
If it is a Remote shunt meter (light 14 ga wires connecting it) the shunt might be good, but the meter wires have an open. repair wires.
If these do not help, check the connection at the starter relay. JimN
