To me from here in central MN, it looks like a point load fracture of the dry sleeve that broke out the block casting as well. I would usegrinder a dremel grinder to remove the chip, then run three or four fast weld beads down the length of the sleeve, missing the hole, and pull it out. The weld shrinks the sleeve. JimN
 
I would have to agree with Jim. You may find an even larger chunk knocked out of the jacket behind it. Consider that the metal has to "go somewhere" and that won't be "dented" by compression in the case of a relatively brittle material like grey iron.
 
The remaining material might be a repair sleeve. If it is there should be evidence of it as thin chips in the hole. Also just take off the waterjacket side plate to see the real damage. The repair is either a new/used good block, or boring this one out until a thicker repair sleeve can be installed. It is less costly to put a used good block in it than the machine work needed to make that one right. The only good reason to put a repair sleeve in is if the engine is tough to find or very expensive or both. The results would work well either way, but sense H SH 300 350 blocks are common, the decision should not be hard. just the effort to take it really far apart. JimN
 
If you look at the bottom end you should be able to see if there is a sleeve or not. A repair sleeve should have at least an inch at both ends to seal. With careful measuring you may be able to find one to fit.
