Hydra-Touch won't float

Recently I purchased a 300U- Hydraulics are strong but won't float when lower in "S" position. I wasn't familiar with the Hydra-Touch system, like the pressure down but she's locked up unless you have her in "D" with engine running. Will slowly ease down after a couple days. I read of a drop retard valve- guess it's been taken off. I can set the adjustment plate for height of lift, up works fine but down only when pressures applied. Checked the troubleshoot in the manual but no mention of this problem. Any ideas?
 
Hi Tommy, the 'S' is for single action hydraulic cylinders (up pressure only), the 'D' is for double action hydraulic cylinders (up & down pressure).

The 2pt hitch cylinder is a 'D' double action cylinder and the control valve must be left in 'D' position. To make the 2pt float there is a pin to pull on the left rear rockshaft arm.

I'll add, the drop retard valve is on the top of the cylinder. it is a fitting and should be there to prevent the hitch/implement from dropping fast at either running, or shutoff conditions. JimN
