H Carb. Problems

I took the carb off my H cause it was leaking gas slowly. I found pin holes in the float. i replaced the float and bought a kit with gaskets to put it back together. Now it leaks gas like crazy. Is the 1-17/32 measurement takin while holding the carb upright or upside down?
 
I hope you replaced the needle and seat that shut the float on and off. Carb is upright, measure from the bottom of the float to the top of the gasket -- your problem is the needle and seat, or possibly the float is rubbing against the bowl not allowing it to close.
 
Needle and seat are new and definitely in place. The needle falls with gravity and the float pushes it up into the seat. Before I put the two halves of carb together I made sure that was occurring and the float measured 1-17/32 upright from top half to bottom of float. I since taken it apart twice and reinstalled twice and still problems. There was so much gas that it was flowing out the top of carb where connects to manifold.
 
The measurement is taken with the needle seated.
Or, with the upper half UPSIDE DOWN. You are setting the level where it shuts off, not where it opens.

The problem is probably the neoprene seat on the float valve. Over 50% of the new ones I put in leak. What I do is use a new punch with the same taper as the valve, and tap the brass seat to give a wider seat area for the neoprene. I works, but you need a new punch with same taper.

I don't understand "float valve" or "neoprene seat". It's brass seat, with a viton tipped needle.
I don't think we should be hitting a matched set of needle and seat with an unknown punch. Don't quit you day job to start a carb repair business.

You are probably correct -- however the service manual shows it right side up, both for the H and M. I haven't done one in 4 years or so, seems to me I did have it upside down, though.
 
Tweeter, I just looked at my H Serviceman's Guide. The 1-27/32" measurement is taken from the bottom of the float to the top af gasket in between the top and bottom halves of carburator. Hope this helps. John
 
With the carb installed, pull the bowl off and hold up gently on the float. open the fuel valve, and see if it shuts off the fuel. Let it down and get a little out, lift and it shuts off. If it will not, it will be obvious where it is coming from. If it does shut off, it is binding against the bowl. It is a tight fit, and may need adjustment to clear. JimN
 
I have heard of people tapping the needle to make it conform to the seat. I have not tried that. With Case-IH kits, my carbs kind of seep at the bottom and only drip when flooded. I turn the gas off if I am not going to use the tractor until the next day. I think the leaking most people get is due to low quality of parts, or to the float hanging up on the side of the bowl. I agree with Jim on testing the float. As to whether the measurment is made with the throttle body upside down or upright, it does not matter as long as the fuel gets shut off when the needle is correctly positioned in the seat.
