IH 966 3pt hitch problem

Hello; I have a IH 966 with a 3pt hitch problem, when you shut the tractor off, you can watch the hitch settle down even when the lift lever is in the up position.When the tractor is running the 3pt hitch works ok.The hitch will raise up and down ok and the remotes work ok,which lead me to believe that the hitch pump is working ok.I don't have a way to test the hitch pump. I wonder if the hitch pump is getting weak or the problem is up under the 3pt housing cover somewhere. Thank-You!
 
The packing on the three pt. hitch cylinder may be worn, and the oil is passing by. When the tractor is running the pump keeps replacing the oil as it leaks by.
 
Chris: My 1066 did that from the day it was new, and was still doing it at about same rate at 15,000 hours. I questioned IH about it when new as my 656 would sit at least 48 hours with a 5 bottom semi-mount plow in raised position, and never drop.

I suspect as if Allan suggests, if it ever starts hicuping, the draft control may not function properly. I can't be certain, never had it happen.
