Steering problem,434 International!

I have a steering problem in my 434 International.I believe its a 1978.Diesle..power steering.
Since last winter ,,,i think the steering froze a bit,and after that now it will turn a whole turn, before the wheels turns. You can just spin the steering wheel around, till it "catches" to turn the wheels. The front wheels turn in a tight radious...but this loose steering,is a problem on the highway. The steering colum seems to turn upand down with the spinning of the steering wheel.is this normal?
Some say its low in hydrolic fluid,,some say its a bearing?..I have NO idea how to test the capacity of the hydrolic oil.Is it that small bolt on the side of the tranny housing?
Anyway,,,i would appreciate some help?..Sorry for repeating this question...i am in need of this tractor, and would like something done to it?
Thanks again

Hi Glen, it is probably in the steering gear box under the fuel tank. probably had some water accumulate in it and it froze. See caseih.com search for parts 434 page 4-16 steering assembly. The steering wheel is connected to a worm gear that turns the steering arm shaft. The power steering is only power assist on 434 and is controlled by the valve in the power steering cylinder that the steering link is connected to. See page 7-08 of parts.

Hope this helps
