Yes. If it will be necessary to use a priority valve so the hydraulic system continues to function. Several styles are available. If you choose one that can handle 12GPM it will work (even if your pump is somewhat less than 12) Adjust the pressure so that the steering works very well, but no higher.

Gotta get that pressure down and insure that the stering has first oil at the feeding trough tho.

Come right off of the pump with full pressure into the PV, then the priority valve's "exhaust port" will then run the rest of the system.
