I have an H that I went through the engine last winter, stills smokes some on startup like the valve seals would be bad. I know it doesn't have any valve seals, but does have a spring clip like deal on the valve stem. It is a 1940 model engine. Is this just normal, or could valve seals be installed, maybe they are missing??

Did you do a complete rebuild on the head? Or did you just grind the valves? Valve guides do wear out and need to be replaced. Worn valve guides will cause smoking. You can install those umbrellas and reduce the smoking, but the guides are still worn.

I had the local machine shop do the head, guides were ok. It didn't seem right that there were no valve seals installed, it does have something like a hairpin clip around the valve stem where a valve seal would go. Maybe the oil was supposed to drip off that clip??? Smokes blue for 15 secs or so, then cleans out.

Valve seals are not original equipment. That hairpin clip is to keep the valve from dropping into the cylinder in the event that the spring breaks. You CAN install valve seals or umbrellas if desired. Quite a few Hs smoke blue for 15 seconds or so after start up. It isn't right, and really should not be happening on a freshly rebuilt motor, but it doesn't really hurt anything. You can either tear it down and install the seals or you can just live with it. If it were mine, I think I might go have a talk with the machine shop that did the work.
