Can't figure out how to drain the radiator in a C

I need to drain and replace the coolant in my 1947 Farmall C, but I can't figure out where the drain is. I just bought this tractor a few months ago, and the previous owner never did any maintenance work on it. It's full of water, so I can't add anything to it. I found a drain cap under the left front, but when I remove it, nothing comes out. I tried sticking a piece of wire up in it to see if it was blocked by crud, but didn't get anywhere with that. What am I doing wrong? Do I have the wrong opening? I looked in my manual, but there is no helpful photo in there to tell me what to do.
 
Thanks very much for your replies. I thought I had the right spot, but I couldn't figure out why nothing was coming out! I will try again, with a bit more oomph!
 
Perseverance will be the key. On my BN, Grandpa and his dad were big fans of Stop-Leak. Maybe a flake or two of it stopped their leak, but the bulk of it ran down and settled and hardened in that drain pipe.
 
Pull the bottom hose if you want to drain it in a hurry. This will drain the block and radiator. Hal
