H brake cover

The right brake is dragging real bad.(band brakes) I took the bolts out of the cover, also removed the arm and half moon key from the shaft,but the cover doesn't want to come off. Does the shaft stay with the tractor and the cover slides off the shaft or does the shaft come off with the cover? It has been a while since I had one apart but don't remember it being as difficult as this one.
 
shaft should stay on the tractor. prolly full of rust in there. loosen the bottom jam nut and back the bolt out some. that bolt holds the bottom of the brake band up.
 
The last one that I took apart, the shaft came out with the cover. Apparently water had got into the cover and built up a layer of rust between the brake band and the cover which kept the band up against the drum at all times.
 
I had one siezed on and after soaling with penetrating oil and heating with a torch we got it off with a heavy prybar that we hit with a sledge..this one had rusted right into the housing..there should be brass in there but the brass was worn away and the shaft rusted into the housing..just like it was welded. After cleaning out the hole for the shaft, appling anti sieze and new brass bushings it reassembled real nice with its new band and drum seal..they can be a brute if they are siezed into the housing
