3pt hitch jumps up and down on International B-414

The 3 pt hitch on my International B-414 jumps up and down when under a load. The jumping is less for a light load but it is still noticable. What causes this and how can I fix it?
 
Roger, push the depth control lever forward (outside lever). The depth control should only be used for in ground implements like plow and cultivator. The sensing rod is that shiny rod by the 3pt hitch top link bolt.

I will try the depth control lever. I don't have the tractor here so I will have to try that a couple of weeks from now. Seems like I had pushed the depth control all the way forward and then nothing worked, but I don't really remember for sure.

What does the sensing rod do? How does it work? Do I adjust the sensing rod if pushing the depth control all the way forward doesn't work? If so, how do I go about adjusting it?

Jim,
Some of those units were very peculiar about the proper oil in the Hy/Trans. Be sure the oil you have there is the oil that was specified for the tractor. I had the same problem with a MassyF. and had to completely drain the Trans and use 90 W Mineral Oil. It fixed the problem. Check with Case/Internatioal and see what oil was required for the B-414.
