A friend of mine has bought a 184 cub lo-boy to mow with and says his lift isn"t working... where do you check / add hydraulic oil to this model of tractor?

What's the definition of doesn't work. It's a single acting system. Hydraulic pressure will extend the cylinder, but it takes implement weight to push the cylinder back in.
Pump, Valve & Filter. The system draws fluid from the bottom of the transaxle. I wouldn't think it would be completely empty.
It wouldn't hurt to change the fluid and filter. I usually remove the rear cover and do a good cleaning to make sure sludge is not plugging the hydraulic suction line. With new fluid and filter, if it still doesn't work, I would question the pump or a line restriction.

In this case doesn't work means the one-way cylinder will not lift the mower, it dropped to the gauge wheels but will not lift... said it lifted fine the past two mowings. I asked him if he could hear the pump whine or anything, said he couldn't.... i'll have him check the transaxle.
