Super A middle lift arms

Howdy, I bought this a and it only has manual lift, but only the left side moves when I pull the lever. The right side has a spring going down to the belly mower and the mower gets cock-eyed.
How do I fix this?

If it is the lift with the lever next to the gear shift - it sounds like the type that is supposed to have two levers - one for lifting and one for lifting only one side so you can tilt the implement. In that case you would be missing one lever.
