Thanks for the help guys. All of your help has been greatly appreciated. I cleaned the unloading valve beneath the seat. Everything looked normal. The 3 pt hitch will raise fine, but if the remote lever is in the neutral position, the 3 pt hitch will leak down slowly. If you pull the remote lever up, it will stay up fine, but the remote lever will not stay up on its own. Also, there is hydraulic fluid leaking out from around some of the lines going to and from the valve body that the remote lever is connected to. Does that mean that something is stuck in there and not letting any flow through the valve? When you pull the remote lever up you can also hear a small buzzing noise, is this normal? Thanks again for your help guys.

Hi Adam, I assume you have no remote hydraulic cylinder connected to the remote hydraulic lines.
If that is the case then when you activate the remote hydraulic lever the high pressure hydraulic oil has no where to go and the buzzing sound is the hydraulic relief valve opening allowing the hydraulic oil to bypass the remotes.
This could be causing the leaking as well.

If the 3pt leaks down about 8" to 1ft goes it jerk back up again without touching 3 pt control levers? Push Draft control lever fully forward unless plowing.

Does the parking brake work?

I do not have a hydraulic cylinder hooked up to the remotes. When the 3 pt hitch starts leaking down, it does not jump, it just slowly starts dropping. I have not tried using the parking brake. Thanks again.

Adam, it would appear the problem could be in the draft control mechanism. Try working the draft control lever from top to bottom a couple times then park it fully forward.

re the parking brake:
if you haven't tried using it, you made sure it was at least in the off position, right? it may have been in the applied position for years and plugged the system with brake dust.
