Can't start Farmall C after carb cleaning

I recently cleaned my carb and reinstalled on my Farmall C. I know that gas is getting to the inlet of the carb but not enough is getting to the point of ignition because it won't start! When I open the drain valve in the carb shouldn't some gas come out? Is there a minimum amount required in the tank to provide enough head for this gravity feed system?
 
The needle valve is sticking. Take the carb apart again, remove the float, remove the needle, and spray both the needle and the seat liberally with spray carb cleaner. Blow them dry and reassemble. Double check the float height while it"s apart. Should be good to go.
 
Put your palm over the intake on the carb and crank in a few times,it will force the gas up,otherwise something is plugged.
 
I'm starting to think I may not have put the float back in the carb properly. How much travel should it have up and down and how do I properly adjust the height?
