Tom, Timing was set on the first mark and the M ran very roughly and surged significantly.
Neb. Kirk and Jim N., tried mark #2 and the engine smoothed out alot. Under a load it sounds good, but without a load both at fast idle and slow, it still sputters a bit. Think I have as issue either with the carb. or the governor. Spark to the plugs -hot, blue, and jumps 3/8 of an inch. Thanks to all for the info.
