Farmall 706 governor

Governor on my 706 is lazy. It waits too long to react to a load, then it over-reacts. Engine speed is inconsistent. I've replaced the spring but that's really all I've done in an attempt to correct it. What's the secret?

Well have you tryed synchronizing the carb to the gov. Pull the throttel all the way open with the engine off , remove the pin on the clevis and open the carb wide open and see if the pin will just slide into the hole if it does not then adjust the clevis till it does then add one half turn and put the pin back in .

Done that vet. And I don't seem to have any binding. My IT book says to get this package and that package from the dealer to renew that governor. I just wondered what kind of wonder medicine was in those packages. Worn pins? Worn weights?
