What is the best way to clean the internal working parts of a Farmall M governor?

Finally got the tractor started, but it is slow to go from fast to slow engine speeds. Spring is not broken inside the governor housing, but there is a lot of gunk build-up on parts. Just wondering if the accumulated gunk might be slowing down the reaction time.
 
Pull that side plate off and get some carb cleaner and spray it down. Between that and WD-40 I've got a couple of them running as they are supposed to. You may need to do an oil change afterwards a little sooner than planned.
