Super W4 carb issue

From what I can gather, about 3 yrs. ago this W4 suddenly began to race. It wouldn't shut off so it was slipped into a high gear and stalled out. It hasn't run since. When the owners attempted to restart, it would run fuel out the bottom of the carb. (only while cranking) A new needle and seat installed. Same result. Tractor gets parked. 3 years later, I remove carb, soak in carb cleaner.(real nasty stuff) Wash and blow out all ports etc. Reassemble w/new entire kit, set float as best I can with instructions in kit. Results are exactly the same. Will fire and run briefly, dribble fuel all over. Once the engine is at rest, dribbling stops.
Nice tractor if only I can get it to run.
Any suggestions, anyone?

have you checked the float for heavyness, could be a pin hole in it.what is the adjustments set at?main adj.-2to 2.5 turns out, idle mixture-1to1.5 turns out. this makes it run pretty dam good and can fine tune later.you didnt say how its briefly running, like flooding i would presume. is the governor in its correct slot? is it ok? you said the tractor was raceing, need to find out why.this should be a start with the info.that you gave.
 
It ran smooth at an idle for a few seconds. No smoking that I could see. When I attempted to advance the throttle, it stalled and it was down hill after that. Governor is in the correct slot, main jet set at 3 turns, idle jet at 1 turn for first start according to directions. Tried other variations of settings. Nothing worked. Compared governor to the one on my H, everything looks good.
If the float was the problem, then I don"t understand the excess fuel only while cranking.
 
Pull the cover off the governor and have a look. Might also want to remove the rocker cover and see if all valves are working properly. Also, how about the manifold gaskets?
 
I wondered about air leaks, but there is tremendous suction when I put my hand over the carb air inlet. Definetly no problems there. No apparent problem with governor.
 
i think you should check the float. a heavy float will definitly give you excess gas on start up. i guess you could also try another carb to satisfy your curiosity.then you know the carb is at fault.
 
Lol, rustyred. I don't own it. But I'm hoping to. Going to see if the carb off my H will fit on. The float is the only thing that hasn't changed and does look a little beat up. You may be right about that.
