IH 2656 Lights work, starter dead.

1971 6 cyl gas, Sat for about 6 wks. Always started on first turn, this time cranked but would not fire right away and bat needed charging. Did that put bat back in, this time turn on the key, all the lights work, starter zip. Starter turns ok jumpered (screwdriver). So I,m "thinking" no power to solenoid but 12v on starter ok. Zip on solenoid. Is there a fuse I may have popped when putting the bat back in or ? 12v on key, 12v to starter button, meter shows connection between button & solenoid. Now I need help. primary wires on solenoid show 4 v on lower wire 0 v upper wire with key on or off & starter button pushed or not.
Doesn't sound right. Also electricity missing somewhere else as it won't fire with the key on jumpering the starter (never did)

If the engine will crank by shorting across the solenoid, you're not getting battery voltage to the solenoid when depressing the starter button.
Your solenoid is probably feeding battery voltage
to your key ignition switch should be 12 volts.
When you press the starter button that should feed battery voltage to the S terminal on your solenoid and the engine should crank. You can use your volt meter to check for voltage on the S terminal when someone else pushes the starter button. Be careful when doing this. Have the brakes set and out of gear. Your are not getting battery voltage to your coil if the engine doesn't start when jumping across the solenoid. Check for battery voltage at the coil
with your volt meter with the ignition switch in the on position. You may have a broken wire or not making good contact either from the key switch
to the starter button or from the starter button to the S terminal on your solenoid. Hal
