IH 460 gas valve rocker arms

Im in the process of completing a valve job on an IH 460 gas. During removal of the rocker assembly, some of the small [tappets] that fit in the end of the rocker arms ,which depress the valve stems fell out .
Should these tappets be free floating, or should they be locked in place ? One shop told me the latter, and said the rocker arm should be slightly peened to retain them .Am not so sure and would appreciate another opinion .
 
They should be firmly fixed in place. If they are loose every time your valve closes the hardened tip will move in the softer rocker arm thus wearing it and getting looser. Also if loose it will be hard to set your valve clearance. They are most likely already worn and should be replaced but you can try and stake them if not to loose. Also check your rocker arm bushings as they might be getting loose to.
 
Thanks for your reply .Will try staking them for the interim, and then pursue getting a new set ,if that is even possible .What led me to this TOP overhaul is that one actually had fallen out with the engine running .The only way I think that could of happened is that the valve stuck open when the arm lifted allowing sufficient clearence for it to fall free .
