I have a Cub tractor that has been sitting for about two years, i took the head off and freed up the valves and made sure everything was ok, replaced spark plugs, and now the motor will turn over freely, if i spray starting fluid in the intake it will hit like its wants to fire up but it just wont do it, what else could my problem be?
 
if you have good spark and good fuel, try removing the spark plugs, use a pump oil can and put 2-3 squirts of motor oil in each cylinder, crank the motor over a couple times to distribute the oil, then replace the plugs and try and start it. could be the rings are sticky and the compression is low. if it starts and runs, you could tray and add some marvel mystery oil to the gas and let it run on that for a while. wouldnt hurt to throw some marvel oil in the crankcase too, helps to clean things up.
 
Check the screen at the fuel line inlet of the carburetor for blockage. Maybe you don't have enough fuel in the bowl. Could be a stuck float too if it was sitting awhile.

I added a table spoon of Marvel Mystery Oil to each cylinder on my '49 Cub and hand cranked the engine to distribute it. Fortunately the hand crank for the N series Ford tractors works just fine on the Cub. My Cub is not yet ready to add a battery and try to start it. I am still replacing fluids, then the wiring will all be replaced. That reminds me, there is a starter switch on the dash toward the bottom of it that needs to be pulled out to engage. This is separate from the starter lever on the right side of the engine. Did you make sure the starter switch (ignition switch?) is on?
 

If the engine was crudded up and stuck, it's likely that the carburetor is also crudded up. Go ahead, pull the carb, clean it up, and put a rebuild kit in. Check the gas tank and sediment bowl underneath for crud and clean it out.
