Farmall C hard steering

I am inspecting a Farmall C with the intention of buying it. I have not heard it run, (carb being rebuilt) but the gentleman towed it to by house and he said in doing so the "steering quit working" If you try to turn it with the wheel it only turns maybee on half a revolution, then it will not turn any more. If I jack the tractor off the ground you can turn if fully either direction. Grabbing ahold of the front bolster you can turn wheels a little each direction and watch the steering shaft move in and out about 1.5 inches. What do I need to look at first. I hate to buy this thing not knowing what it will entail fixing the steering. Any help appreciated. Thanks! David Brooks
 
The bearings and seals with bushings will cost about 50.00 to rebuild the steering sector and sounds like it needs it bad. You can repair it without removing the housing from the tractor.
 
I followed the instructions of an e-mail I had received and pulled the grille to find the sector where the front bearing is has been broken and they tried to weld it back in place. Two pieces fell out when I took the grille off. I am now looking for a sector unit. Thank you for your response.
