ih 450 power steering

I have a farmall 450 with behlens power steering, it somewhat works, when i pull the outside hydratouch lever then the power steering works fine, i took the top off the regulator valve checked out everything and it seemed alright, i flowrated the auxilary valves and have somewheres around 10 gpm, installed the flow rater on the inlet of the powersteering and only have 2gpm the book calls for 3 gpm. what could be going on here the regulator valve stem moved, it was a little tight but it moved, what might be going on here or what else can i do to make the power steering work?
 
Not following all your terminology, but I found that if the control valves for double/single acting hydraulic cylinders was set somewhere not at the extremes, the power steering on my 450 did not work. Had me worried to no end till I figured it out. Each lever has it's own valve, have to remove the hood to get to 1 or 2 of them.

I have heard of folks boring out the orifice in the flow control valve a bit to allow more flow. Haven't tried it myself, but have heard about folks who have. I think there is a thread or two about this in the archives.
 
I did as Georgeky said and drilled out the hole in the flow control valve to 1/8 inch. It is not perfect but sure works a lot better. When I bought it you could hardly steer it. Now most of the time I can steer it with one finger unless It is setting still.
