Does anyone in your area have a lathe?
It would be easy to make a driver for the front cam bearing out of a piece of steel stock.
Make it the same diameter as the camshaft journal, or a few thousandths smaller, with a larger "flange" to pull the bushing into place.
To install any bearings farther in, the flange would have to be just smaller than the block's bearing bore diameter, however, to install just the front one, it could be larger.
