IH 140 Governor ?

The idle on my tractor appears to stick. My questions is what is the Job of the Governor? And is it possible for a bolt on it to be two tight?

AJ: You say stick, stick where, low idle, high idle or somewhere in between? Give a bit clearer description of exactly what it"s doing.

The governor is designed to control low and high idle rpm as well as making it steady at the position you set throttle.

I doubt if your problem is adjustment, governor probably needs some rebuilding, unless someone has been playing with adjustments.
 
It sticks in a high throttle. when you go around and give the throttle level a push on the carborator side of the tractor.... It idles right down. This makes me think something is "tight".
