240 weak hydraulics

Got a IH 240u that has weak 3pt. and p. steering. Fluid looks clean and is full...any ideas on where to start looking????
 
Pulled screen and cleaned, no change. Put gauge on remote and have 1100psi at hi-idle. I noticed that pressure drops when valve is centered...shouldn't pressure hold steady???

I have both 240 and 340 utilities, and have had to rebuild the hydraulic systems on both tractors. You should be able to obtain 1500 psi operating pressure. First thing I would recommend is to locate the IH Blue Ribbon manuals on Hydraulics. You can find copies on eBay. It requires considerable work, but rebuilding the pressure control valve is your best investment of time if you want to use the tractor. There is an internal screen and orifice that are frequently clogged after 50 years of little or no attention, and the various Orings can easily be dried out, cracked, and broken. As mine were. There is a check valve that holds the pressure on the 3 pt hitch, and if it is bleeding down, that also can be rebuilt. Again, look for the Hydraulics, Valves and Systems manual on eBay.
