C 123 camshaft

Re-assembling the 123 engine for my SC. Manual says torque the camshaft thrust plate bolts per specs. provided, but doesn't show any.

Also, the thrust plate can be slid around some before bolts are tightened. Any critical placement issue?, AND I don't think there were lock washers on those bolts, were there??

The parts diagram shows 2 hex head 3/8-16 NC screws P/N 179837 and two 3/8" lock washers P/N 103321.
