Extra drain on F-14 tank

My F-14 tank (1 tank without a starter tank) has an extra drain next to the drain where the sediment bowl attaches. What is it for?

If you look close I think you will find 2 tanks,1 inside the other,Rear tank i think is gas,the larger one is kerosene

My F-20 had only 1 drain plug and then I bought another tank which had 2 drain plugs. Received several different answers as to why some have 1 and some have 2. Both have dual tanks.

Straight gas 14 right? Just drain plug. I have it on my 14, but its a kerosene tractor with the small tank on the hood. At one time, there was a drain valve on there, why I dont know.My greta grandfather musta done it for some reason, probably to drain a little out to start the fire for his still.
