Drops rpm at full throttle

I took my 484 down the road and at full throttle it ran fine then started to drop a few rpm real fast. Then it would go back up a little then drop more. It runs fine at idle or pretty much any rpm it just did this at full throttle going down the road.

Any ideas what causes this? I also noticed some bubbles in the injector return lines.

Air in the fuel. You have a leak somewhere between the tank and the injection pump. Depending upon where it is it may not be leaking fuel but the pump is drawing in air some place.
 
At first I noticed something but I thought it was just the engine changing a little speed from being under a load or no load from a little hump in teh road or something. But the last time it dropped maybe 100rpm, then it ran back up a little and dropped some then back up. Ive been having fuel gauge trouble so I thought maybe I was running out but once I got home I looked in the tank and there was about 12" in there so I dont think thats the problem.
