Is it a W 12 or an I 12??

I have been given an IH tractor. It looks like a W 12 or W 14. It does not have a beather in the valve cover. (W 12??) As it has no governor. It has a foot throttle and another one on the steering column that connect directly to the carb. It looks like a home made drawbar. Also, it has a well made blade mount that apperas to be factory or after market. Serial tag is missing and it has original red paint. Any ideas on what I have???
 
Sounds like a I-12 which originally had a pintal hitch. W would not have a foot accelerator.

with no govenor, foot throttle and hand throttle, sounds like an i12. if the block is original, look next to the fuel pump. the block # can tell you the year. would be stamped IS###. block # and serial # would be a match. pg
 
PGO, The books I have do not have info on serial numbers for either the w or I series. Do you have any idea of what year it is. It has red paint so I'm guessing 36, 37 or 38.
