M tractor with water in motor oil

This started a year ago when I found radiator fluid in crankcase when changing motor oil in the spring. Went ahead and changed oil, ran tractor all summer (checking oil constantly) and didn"t have any water. Drained radiator in the fall and in the spring again had water in crankcase. Changed the oil, filled radiator and ran tractor for 8-10 hrs and had water in the oil. It was suggested that I try checking headbolt torque as a first step before getting further into the motor. Went up to 70 lbs. and had some bolts turn 1/2 to 3/4 turn before torque wrench broke over. Now wonder what the recommended torque is. Can I go higher? Any other suggestions?
 
I have 110 ft-lbs for the M's head. Torque it in increments at 90 & 110 ft-lbs. When the engine is warmed retorque them again. Hal
PS: Be sure to torque starting in the center and
working in both directions.
 
If tighting the head does not work, may want to pull oil pan and check around front main bearing. I ahd a leak and it was coming from a rusted out freeze in the front of the block behind the plate that mounts to the front of the block. I used a flashlight and spotted the water bead there close to the front main. Harley
