felt washer? in carb rebuild kit

Have an H carb rebuild kit. It came with a felt washer that measure about 1/2 inch long. Where does this go? Broke down original carb and no such piece that I can find.

It should go on the butterfly shaft, on the outside of the carb.
It keeps the carb from sucking in air around the shaft.
At least that is what we did on my Super A.

dont forget to put a few drops of oil on the felt after installing
