When I bolted the electrical control box to the steering support everything started working. Cutout points open and close properly, charges 4 amps at an idle, and 10 at operating speed. Apparently the control box is part of the ground system. Thanks to all who offered advise and suggestions.

Yep, that was the key, and just the kind of think that there might be nobody think to ask about. The body of that switch grounds through the face plate to the box and post and on down to the chassis, Just danglin' I don't think it would do much except dim your lights (maybe).

There had to be a rationale, It might have been a combination of things, but ground is necessary for the field to work on an "A" type Delco. JimN
