Farmall H running problem

I have a 39 Farmall H with a running problem I can"t figure out. Its hard to explain what it sounds like but while unning at idle or full bore cruising down the road I hear the rpm rapidly change up and down. Its as if someone is turning the ignition and on off rapidly.( It sounds like blah, blah,blah,blah,blah.) It seems to run better when pulling a load or climbing a hill. I have replaced all ignition and rebuilt the carburetor. I think the problem is with the governor, because it controls throttle operation, but i"m not sure what to inspect. A friend told me that a spring breaks in the governor. I checked it and it looks great. Any ideas would be greatly appreciated.
 
I could indeed be the governor. They are fairly simple disassemble and to trouble shoot. The spring might be weak, but it sounds to me like the problem may be elsewhere. I would check and repair or replace as needed, the bearing and/or the pins and weights. Most of the problems I've encountered has been related to loose and worn pins and pin weights.
