Tractor is losing power when put under a load such as mowing,going up a small grade,have changed plugs good fuel no obstructions in fuel line. Any help would be appreciated. Thanks
 
Open the main jet adjusting screw at the bottom of the carburetor like in this pic off of a B&S engine. This will enrich the fuel mixture. Try one full turn to see if that helps. It may need more. Hal

The points will tend to migrate towards the closed position because the rubbing block wears away. Every degree of dwell change will change the timing 3 degrees, which can really make 'em doggy.

I'd look there first anyhoo.

I have checked the points, there is not a gap.Tried to set between 18-20 ths. unable to get a gap seting, could someone have installed the wrong set of points? Thanks
 
The rubbing block up on the high side of the cam?

If not, rotate the engine a bit with the fan blade until the points break.

I'll ad to Allen's coment.
The distributor cam needs to be rotated (by turning the engine with a crank, or by hand with the fan (plugs out is much easier)
When the cam is truned so one of the four lobes is trying to push the points open as far as possible, (high point of cam lobe), the points are adjusted to .020".
If they will not adjust they well might be wrong, or the rubbing block is worn off.
Wiggle the rotor shaft to see if it has side play in it. if it does, it should be less than .001" or the gap/dwell will be way off when running the tractor. This issue means a replaced bushing, or rebuilt distributor. Good luck, JimN
