Probably both. But I would try the shaft first if I had a better one.

Don - Before you spend lotsa $$$ for new worm or gear, determine exactly where the steering slop is coming from!
With the steering gearbox cover removed, rock the steering wheel shaft left and right and look for play at:
- Bolster pivot shaft (the vertical shaft with the sector gear at the top). ANY left/right and fore/aft movement of the shaft means the pivot shaft bushings (possibly also the shaft) are worn out.
- Steering worm ball bearing and bushing. Any fore/aft movement of the worm means the ball bearing is worn out. Lateral movement of the worm the bushing end says the bushing is bad.
- Backlash (free play) between the worm and gear means the worn gear (usually...sometimes also the worm itself is worn). Also a sloppy upper pivot shaft bushing will cause excessive worm backlash even with good worm and gear.

Generally it's a combination of worn parts causing steering slop. But simply replacing the worm and/or gear may not make the steering any better.
