IH300U Clutch/Brake?

I suppose after having these two IH300s for about 14 years I should know the answer to this.

(Both Tractors have TA disengaged and shift lever in neutrol, tractor on slight incline)

When I push the clutch in just a little the tractor will not roll. Push it all the way in and it will roll.
Let it out almost all the way and it will stop rolling again. A small engagement of clutch is like a brake.

Why?

The TA clutch is just like a regular clutch, but it is smaller and has less work to do (ratios are in its favor)as it is released, the tractor free wheels. If the tractor is set to roll backwards, the ramp and rollers in the TA prevent the TA system from rotating backwards until the TA clutch is released. This will be opposite if the tractor is in reverse, and wants to roll forward. There are two clutches, and thus it has that dual feel. JimN
