Why is this here?

I've put a few posts in about my recently acquired MD that had not been started on gas in a long time.
Went thru carb, mag, and repaired fuel tank and was successful in getting it to start on gas ....finally. My main question is this: a rubber hose was attached to the block drain and goes up to a fitting in the cylinder head. What could be the reason for this and does it have to be there? I've looked at other MD's and they don't have this. Would like to remove the hose and cap off the connections but haven't done so yet. Any ideas on this would be much appreciated.

Thanks everyone for your response. I did remove the hose, capped the fitting in the cylinder head, and reinstalled the traditional petcock drain in the engine block. This tractor will always be inside when not in use, so didn't see a great reason to have this setup.
