farmall 200 braking problems

while driving my tractor in reverse to slow down a little bit if i push the break in and let it out the tractor will sit for 1-2 seconds then jump is this normal or is there something wrong?
 
Disassemble, and sand the braking surfaces, clean everything up good. You may need new disks, possibly springs and balls. What it does is not normal.
 
son of a gun i did not want to have to do that and it all stems from when my brother took my tractor mudbogging, and he also broke the clamp on the center of the rim that clamps the rim to the axle whats that called

Since the brake assembly is enclosed, sounds like he was pretty hard on t and something may be broken inside. They are not hard to work on and parts are not expensive. If the rubber boot is broken or lost, it may just be mud inside, but I wouldn't bet on it.
The center of the wheel I would call a [u:15e3bc64a5]hub[/u:15e3bc64a5].
 
ok its not the hub. theres a clamp in the center of the hub to clamp the rim to the axle shaft. its sort of a u with two bolts thats snapped in half
 
That IS what I'd call the hub... at least it is for a pulley... the part that clamps on the shaft.
