140 surging problem

I have a 140 tractor that has always had a surging problem when pulling a heavy load such as a plow. I finally decided to try and fix this problem. My approach was to verify that the rod between the governor and the carburetor was adjusted correctly, and then if that didn"t fix the problem, I would try turning in the bumper spring screw on the governor. My IH service manual says to remove the pin on the rod yoke and with the throttle lever advanced to adust the yoke until the pin fits in easily and then lengthen the rod by one turn. However, the I & T manual says to just adjust the yoke until the pin fits in easily. Does anyone have any thoughts of which way is correct for the adjustment of this rod?
 
Manuals are written for new parts with no worn or loose connections.
Set the guvna linkage using both methods until you find a setting that works for your application.

You want to stay away from that extra turn as then every time that governor opens up it slams the throttle shaft against it's stop and just causes accelerated wear on shaft , bushings etc. Then with all linkage nice and free, go for the surge spring ajustment.
