H carb rebuild question

Do ALL IH carbs for model H (mine"s a 1943) have the little ball and spring that came in a rebuild kit?

With the ball and spring in place as shown on the parts manual, the choke (shutter)shaft will not go all the way into place.
 
The carbs on both of my H's have the ball and spring you are describing. If the ball doesn't compress flush with the hole, there's crud in the bottom of the hole or you have too much spring. Also, be sure to use the new felt seal around the choke rod in the housing. Now, if that spring flies out and goes on vacation to parts unknown, a BB will work just fine in its place.
 

You need to compress the choke shaft lever with one hand, get the shutter plate into place with one hand, and then get the screw started with your other hand. What? You don't have three hands?
