h timing problem

A friend of mine rebuilt an H and is having trouble with the timing. First the timing marks on the cam gear are not matching what the manual is saying, but we pulled the plug on #1 cyl. and put it to TDC, and made sure intake valve was getting ready to open, (manual instructions) but the exhaust is drawing. Is that a timing issue, because it seems valves all close fine?? Thanks for the advice.

When you have the engine in the position you describe you have the #4 cylinder ready to fire.

When both valves are moving as you go over TDC you are ending the exhaust stroke and starting the intake stroke.
 
Owen is correct. Put your thumb in #1 (close to radiator) and turn until it starts to blow air. then turn to the timing mark, and set the distributor. Plug wires go as follows.

Thanks for your advice. I'm still a little confused though. There is only one single mark on the cam gear, which is really strange, because there is no other mark for the distributor. So when I do as you tell me, put my thumb over #1 hole and feel for air, I set the crank gear to the single mark on the cam gear? I think someone replaced the cam gear with one that doesn't have the original timing markings.
 
I am in reference to the timing pointer an marks on the cover an pulley. The gears should have timing marks if installed correctly, I do not know of anyone making gears, so they should be there. The manual shows clear tooth marks for the gears. Be sure to set it at TDC #1 JimN
